Dr Jitendra Singh, the Union Minister of State (Independent Charge) Science & Technologies. As being the Minister of State Earth Sciences, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, stated India now has world-class indigenous road and highway building technology. So he set up a structure where experts from diverse streams meet with representatives of each sectoral Ministry to debate how best to utilise current technologies. The Minister spoke at an event to give two CSIR machines for road construction.

Nitin Gadkari, Union Minister for Road and Highways, and General (Retd) V K Singh, MoS RTH, introduced the Mobile Cold Mixer Cum Paver and the Patch Fill Machine. Dr Jitendra Singh thinks that science and technology in road transport and motorways can help India flourish. 

To commemorate India's 100th anniversary of independence, Dr Jitendra Singh said roads' contribution to making India a worldwide leader will be etched in gold. "American roads aren't wonderful because America is affluent; America is prosperous because American roads are fantastic," the Minister quoted former US President John F. Kennedy. 

Dr Jitendra Singh claims low-cost, recyclable technologies build India's artery network. He added India leads and outpaces many emerging countries in cutting-edge technology, and Science, Technology, and Innovation will characterise its development in the future. 

Dr Jitendra Singh said the 'Mobile Cold Mixer Cum Paver' for making blacktop layer with bitumen emulsion and 'Patch Fill Machine' for pothole restoration are outstanding examples of "Atmanirbhar Bharat" as both are built in India. Cold Mixer and Patch Fill Machine will assist develop roads and highways in India's mountainous areas, notably the North-East. 

Dr Jitendra Singh said that the North-Eastern Region, Hilly States, and other backward areas had received significant attention since 2014. He added that a massive railroad network built in the Northeast in the last 7-8 years improved socio-economic conditions. Nitin Gadkari was hailed for authorising and building 3-4 new National Highways and an Express Road Corridor in Jammu & Kashmir to boost transport and economic development.
