Any nation that wants to speed up its economic development must invest heavily in its infrastructure. The Government of India has begun a sizeable infrastructure-building initiative under the PM Gati Shakti Scheme, National Highway Development Programme, and Bharatmala projects as the country prepares to become an economic powerhouse.

India is a central transportation hub with the second-longest road system in the world. An estimated 1.21013 metric tonnes per year of natural aggregates are needed for the upkeep and expansion of this massive road system.

India generates the second-most steel slag as a solid waste product since it is the world's second-largest steel producer. After metal extraction, most steel slag is sent to a landfill. The percentage of steel slag put to good use ranges from zero to fifty per cent depending on the disposal and recycling methods used by individual steel factories.

CSIR-CRRI developed a steel slag valorisation technique for converting steel slag into roadmaking aggregate as part of a significant research initiative financed by the Ministry of Steel and Arcelor Mittal Nippon Steel (AM/NS) India.
