Jammu & Kashmir has bought 46,000 kanals to create infrastructure and services. The J&K government acquired 2359.45 hectares (46,000 Kanal) of state property (including Khalsa Sarkar, Kahchrie, and Shamilat) for roads, National Highways, railways, schools and colleges, playgrounds, parks, buildings, soil waste management, border barrier, and border outposts.

J&K recommended collectors acquire state and common land first. The Revenue Commissioner instructed district collectors to obtain state and common property before private land. District collectors must call the indenting department, verify field inspections, and provide their opinion.

J&K must implement FCR's land acquisition criterion. When the government decided, district collectors started buying private property for several organisations. J&K reclaimed 26,964 kanals under Roshni Act 2001. The Roshni Act of 2001 gave 8565.40 hectares of government land to individuals, organisations, and corporations.
